Ionic Rare Earths (ASX: IXR) has secured A$8 million (€4.7 million) in binding placement commitments at A$0.26 per share, including a A$2 million strategic investment from US specialist firm Argentem Creek Partners and A$500,000 from directors; proceeds will fund the Belfast demonstration plant and progress the project toward a final investment decision (FID) targeted for September 2026.
Ionic Rare Earths is an ASX-listed Australian minerals and technology company whose subsidiary Ionic Technologies International Limited operates a demonstration plant in Belfast Harbour, Northern Ireland. The commercial facility, planned for Queens Island, targets production of 400 tonnes per year of high-purity separated magnet rare earth oxides.
In January 2026, Ionic Technologies received a conditional £12 million capital grant from the UK government's DRIVE35 fund. The Belfast plant has achieved Ford Motor Company product validation across oxide, alloy, sintered magnet and motor assembly stages. Argentem Creek Partners is a US-based specialist credit investor focused on critical minerals and emerging market assets. Advisors: not disclosed.
The structural driver is the most acute critical minerals supply chain disruption since the sector gained strategic priority designation. China imposed heavy rare earth export restrictions in early 2025 and further restrictions are anticipated in October 2026, targeting dysprosium and terbium, the elements most critical to high-performance permanent magnets in EV motors and defence applications. Western defence contractors face DFARS compliance requirements mandating non-Chinese rare earth sourcing from early 2026. The Belfast facility's output, validated to Ford's EV drivetrain specification, is the only Western production asset with commercial-scale separated magnet REO capability at an advanced stage, making the FID timeline directly responsive to the policy escalation window.
The A$8 million placement, representing 13.6% of existing capital, is a relatively small raise against the total commercial plant capital requirement. Its significance is the Argentem Creek strategic component, bringing US critical minerals capital into the investor base at a point when American offtake from defence and automotive end-users is the most commercially valuable customer segment.
For Ireland, the Belfast Harbour location creates supply chain connectivity to Irish EV component producers and advanced manufacturing operations in the Republic, with potential logistics and processing adjacencies as the facility scales.
